A Bosnian powder keg We are sleepwalking into another Balkan crisis. The EU and the US must take urgent, united action
Almost exactly 13 years ago, American leadership brought an end to Bosnia's three-and-a-half-year war through the Dayton peace agreement. Today the country is in real danger of collapse. As in 1995, resolve and transatlantic unity are needed if we are not to sleepwalk into another crisis. Bosnian Serb PM Milorad Dodik, once the darling of the international community (and especially Washington) for his opposition to the nationalist Serb Democratic party, has adopted that party's agenda without being tainted by their genocidal baggage. His long-term policy seems clear: to place his Serb entity, Republika Srpska, in a position to secede if the opportunity arises. Exploiting the weaknesses in the country's constitutional structure, the international community's weariness and EU inability to stick by its conditionality, he has, in two years, reversed much of the real progress in Bosnia over the past 13, crucially weakened the institutions of the Bosnian state,

Espana Es Denunciada Por El Trato De Racismo Institucional
Un nuevo fenómeno migratorio se está produciendo en Europa, el fenómeno de la inmigración irregular de menores de edad, (niños, jóvenes y adolescentes) no acompañados. Este nuevo fenómeno migratorio deber ser encuadrado dentro de la migración de adultos y analizado dentro de la lógica de las migraciones internaci onales. Este fenómeno tiene una dimensión internacional que requiere un tratamiento transnacional. 1 los menores no acompañados son niños y Derecho de los Extranjeros a Vivir en Familia adolescentes (chicos y chicas) que viven dentro del territorio de un país de la Unión 2 Europea, cuyos padres (o tutor legal) viven en un país distinto . Llegan de Europa Oriental y los Balcanes (Albania, Rumania, Federación Rusa, antigua Yugoslavia) Oriente Medio (Irán, Iraq y Turquía), África (Argelia, Angola, Marruecos, Burundi Nigeria, República Democrática del Congo, Eritrea, Etiopía, Guinea, Uganda, Sierra Leona, Somalia y Sudán) y Asia (sobre todo Afganistán, China, Sri Lanka y Vietnam). La gran mayoría de los chicos y chicas huyen de una situación socioeconómica de pobreza y miseria, huyen de situaciones de guerra o de rivalidad política y social, muchos son potenciales solicitantes de asilo. Según la asociación “Jeunes Errants”, los menores extranjeros no acompañados son menores en situación de errancia, cuya falta de referentes les lleva a robar, prostituirse y drogarse. Se refieren a la situación de estos menores en Francia y específicamente en la región Provenza- Alpes y Costa Azul (PACA), son menores provenientes principalmente de Argelia, Marruecos, Túnez, Rumania y China. 3 Según Giménez y Suárez (2001) , la presencia de los menores inmigrantes no acompañados no es en absoluto un fenómeno específicamente español, ni tampoco una realidad sólo presente en algunos estados, sino que estamos ante un hecho europeo, una realidad presente en el conjunto de Europa, si bien más o menos relevante en cada país y con procesos y circunstancias muy diferenciados. Estamos pues ante un nuevo fenómeno migratorio. Dentro de este fenómeno global nos centramos en un país, España. A partir de los años 1995 y 1996 empieza a darse una presencia más numerosa de menores marroquíes no acompañados en los sistemas de protección de menores, siendo los años 1997, 1998, 1999 y 2000 donde este fenómeno se generaliza en todo el estado español, More» -
